Although this episode is not without its weaknessses - poor acting amoung them, i found "civil defense" to be a rather enjoyable episode - especially the scenes in ops where the computer trys to kill them and Dukat is convinced he's in control but in reality is in just as traped as the rest of them. RATING: 3 out of 5
